Hate Speech is speech that attacks a person or group on the basis of race, religion, gender, disability or sexual preference. According to the law, hate speech is any speech, gesture, conduct, writing or display that incites violence or prejudicial action against or by a protected person or group. A web site that uses hate speech is called a "hate site." The FCC is examining the relationship between hate speech and crimes to find ways to counteract these actions.
